A maioria das investigações tem vindo a demonstrar que a população 65+ anos apresenta valores de literacia digital e consequente utilização das TIC muito reduzidos comparativamente com os cidadãos mais jovens. Tendo em conta que a atual sociedade cada vez mais se socorre de plataformas e de serviços digitais, um cidadão que não esteja digitalmente incluído muito dificilmente poderá vir a estar socialmente incluído. Neste sentido, foi realizada uma investigação de pós-doutoramento no concelho de Castelo Branco (uma das regiões mais envelhecidas de Portugal) com o objetivo de investigar qual o impacto das TIC, da e-Saúde e do e-Governo Local nas rotinas dos cidadãos idosos e no seu processo de envelhecimento. Foram envolvidos 400 idosos 65+ anos através de uma entrevista por
questionário envolvendo todas as freguesias do concelho de Castelo Branco. Foram também
envolvidos 15 presidentes de juntas de freguesias a fim de poder avaliar quais as medidas e as
valências do e-Governo Local. Por último, foram igualmente entrevistados 6 diretores de centros de saúde da região de Castelo Branco com o intuito de se averiguarem as potencialidades da e-Saúde. Veio a comprovar-se que estes cidadãos podem ser considerados infoexcluídos, havendo 10.3% que utilizam o computador e 9.75% utilizam a internet. No que respeita ao e-Governo Local e à e-Saúde não se vislumbraram atitudes ou medidas específicas para os idosos. Neste sentido, a investigação vem alertar para a necessidade de se concretizarem medidas que visem a inclusão digital dos idosos para que se torne uma perfeita e adequada inclusão social.
Recent research has shown that the population 65+ features digital literacy values and consequent use of ICT is very low compared to younger citizens. Given that the current society is increasingly bails platforms and digital services, a citizen who is not digitally included can hardly come to be socially included. In this sense, a post-doctoral research in the county of Castelo Branco was held (one of the most aged regions of Portugal) in order to investigate the impact of ICT, e-Health and e-Local Government routines of citizens elderly and aging process. 400 elderly were involved through an interview questionnaire involving all parishes in the county of Castelo Branco. They were also involved 15 heads of parishes together in order to evaluate what measures and the valences of the e-Local Government. Finally, they were also interviewed six directors of health centers in the region of Castelo Branco with the intention of inquiring the potential of e-Health. It came to prove that these people can be considered infoexcluded, with 10.3% using the computer and 9.75% using the internet. With regard to e-Local Government and e-Health are not envisioned attitudes or specific measures for the elderly. In this sense, research alert to the need to realize measures for the digital inclusion of the elderly to become a perfect and adequate social inclusion of them.
