Description
Dissertação apresentada à Escola Superior de Gestão do Instituto Politécnico de Castelo Branco para cumprimento dos requisitos necessários à obtenção do grau de Mestre em Gestão de Empresas.
As mudanças são parte integrante deste mundo, das pessoas que nele residem e das organizações que estas criam. Desta forma, as organizações necessitam de sofrer transformações e adaptações para sobreviverem. Atualmente, o país vive uma crise muito acentuada, onde encerram dezenas de empresas por dia. Neste sentido, torna-se fundamental que as organizações elaborem o planeamento estratégico para ajudar os gestores nas decisões, para anteciparem alguns acontecimentos e tomarem medidas que evitem que as organizações sejam prejudicadas. As Organizações Sem Fins Lucrativos (OSFL) não estão alheias à atual crise, pois nas mais diversas dimensões nestes tempos tão incertos, estas associações sofrem cada vez mais necessidades. Devido aos cortes governamentais, a nível de subsídios e consequente diminuição de fundos para estas instituições, os projetos de cariz social, ambiental e cultural, sofrem uma redução significativa. A gestão estratégica abordada neste Trabalho envolve a definição de missão e dos objetivos, por isso, é necessário analisar o ambiente e fazer o diagnóstico interno, tendo como finalidade obter informação para fundamentar o planeamento da estratégia da organização. Este Projeto Aplicado utilizou como instrumento de investigação a entrevista e a análise de documentos. Deste modo, o presente Projeto visa a proposta de um Modelo de Plano Estratégico para a ―Associação Outrem‖. A principal conclusão que se retira deste Projeto, é a de que a ―Associação Outrem‖ não elaborava um planeamento estratégico, tinha somente um conjunto de ideias. De forma a ajudar a ―Associação Outrem‖ a atravessar estes tempos tão controversos e a melhorar o seu desempenho, foi elaborado e sugerido neste Projeto a aplicação de um modelo de planeamento estratégico para organizações sem fins lucrativos. Foi, também, aplicada a ferramenta de gestão, o balanced scorecard ajustado a estes tipos de instituições.
Abstract: Changes are a part of this world, of the people that live in it and of the organizations they create. As such, organizations need to transform themselves and adapt to survive. Nowadays, the country is facing a severe crisis where dozens of companies are shutting down every day. As such, it has become fundamental that the organizations execute strategic planning’s in order to aid the managers to make decisions, so that they can anticipate some events and create strategies in order to protect the organizations. Non profitable organizations aren´t immune to the current crisis, because in several levels, in these uncertain times, these organizations are suffering from lack of support. Due to budget cuts in the support of the organizations, the social, environmental and cultural projects, are being severely diminished. The strategic planning analyzed in this thesis is based upon the definition of the mission and goals of the organization, in which it is required to analyze the organization internally, in order to gain information to reach an understanding of the planning of the organization´s strategy. This project was based on the analysis of documentation and of an interview. As such, this project intends to propose a model of strategic planning for the ―Outrem Association‖. The main conclusion that can be obtained of this study, is that ―Outrem‖ had no strategic planning, just some ideas. In order to aid the ―Outrem Association‖ to survive this turbulent times and improve their performance, it was elaborated and suggested in this project, the application of a strategic model for non profitable organizations. It was also applied the tool of management, the balanced scorecard, adjusted to such institutions.
