Em Portugal a distribuição das instituições
de ensino superior decalca grandemente a rede
urbana nacional. Neste estudo é argumentado
que a distribuição territorial das Instituições
de Ensino Superior Público (IESP) em Portugal
é determinante para melhorar a desigualdade
de oportunidades de acesso ao ensino superior
público, principalmente das regiões rurais
do interior do país. Para o efeito, realizou-se
uma análise espacial através de metodologias
de análise de redes num Sistema de Informação
Geográfica onde se determinaram as áreas
de abrangência de cada IESP com critérios
de distância (15 e 30 km)
e de tempo (15, 30 e 40 minutos). Encontrou-se pelo menos uma IESP em cada distrito de
Portugal Continental embora em 75% do espaço territorial
o acesso a uma IESP se encontre a distâncias de deslocação
superiores a 30 km. Em 55% do espaço territorial o acesso
encontra-se a tempos de deslocação superiores a 40 minutos.
Confirmou-se a notória assimetria da rede entre litoral
e interior do país. A maioria das IESP que se encontram
distanciadas entre si a 30 ou menos km, estão situadas
no litoral (98%), das quais 72% nos distritos de Lisboa e
Setúbal. Defende-se a necessidade da definição de regras
de acesso ao ensino superior que deem primazia por um
lado, ao acesso às instituições de ensino superior público,
e por outro, que estimulem o acesso ao ensino superior nas
regiões do país mais desfavorecidas.
Abstract: In Portugal the distribution of higher education institutions greatly overlay the national urban network. In this study it is argued that the current distribution of Public Higher Education Institutions (IESP) in Portugal is crucial to offer equal opportunities to public higher education access, especially in rural areas of the countryside. To this end, a spatial analysis using the network analysis in a Geographic Information System was performed to determine the areas of coverage of each IESP with both distance (15 and 30 km) and time (15, 30 and 40 minutes) criteria. As a result, it was found one IESP by district at least however 75% of the territorial space to IESP access was at a travel distances greater than 30 km. In 55% of territorial space IESP access was at a time travel over 40 minutes. It was confirmed a notorious network asymmetry between the coast and inland. The vast majority of IESP at a distance of 30 km or less between them were located on the coast (98%), in which 72% at the districts of Lisbon and Setúbal. It was emphasized the need in one hand, to define access rules to higher education that give primacy to higher education institutions public access and in other hand, to encourage higher education access over the poorest regions of the country.
